The Norwegian government is moving towards mandatory digital bookkeeping and e-invoicing for businesses to simplify financial processes, reduce costs, and improve reporting accuracy. While public entities have used e-invoicing since 2019, private sector transactions have not been subject to the same requirements.
To address this, the Ministry of Finance has tasked the Norwegian Tax Administration with evaluating the implementation of mandatory digital bookkeeping and e-invoicing for private businesses. A report is expected by mid-June 2025.
It is suggested that these measures could save Norwegian businesses approximately NOK 5.5 billion annually. This is through a more efficient invoice handling and fewer payment reminders. Additionally, improved digital data flow could support sustainability reporting and help combat financial crime.
As the transition approaches, businesses are encouraged to prepare for digital systems to take advantage of increased efficiency and cost savings.
We do not know what format or infrastructure the report will recommend but currently B2G-invoices are built on PEPPOL and PEPPOL BIS. This is also happening in Sweden, where they are moving towards PEPPOL in July 2025, while phasing out ESAP6.
