Administrators of InterForm400 are able to add new users for InterForm400. You setup administrators and vice administrators via menu options:

As default all users are administrators (*ALL):
Appoint InterForm400 Administrator APF100D
Choose a user to be administrator of the InterForm400 system, or enter *ALL to indicate that all users are given authority to the administration menu.

It may be wise to appoint a frequent user of the InterForm400 system to be administrator. You may e.g. choose a person in your IT department.
Once you have specified an administrator, and exited the system, only the appointed administrator will be given access to the administration menu above.
The administrator may later pass on the authority to another user, or re-open the administration menu to everyone (*ALL), and add/remove vice administrators.
Vice administrators can add/change/delete users for InterForm400, but vice administrators are not able to add/remove administrators or vice administrators.
